On June 29, 2016, following intensive collaboration between the DNC and the Ukrainian government of Dmitro Poroshenko, the FBI signs a Memorandum of Understanding with the National Anti-Corruption Bureau of Ukraine (NABU). In the words of then the FBI Acting Deputy Assistant Director Mathew S. Moon:
If, for instance, your criminal proceeding has the accordant proceedings in the US, you [NABU] can give us the numbers of the bank accounts and it will be the reason for us to issue a notice of suspicion for a person and receive the necessary information much faster.
“The person” targeted by this accord is Paul Manafort. The term “notice of suspicion” is a Freudian slip. The MoU explicitly mentions information flow in both directions, and “international money laundering,” a vaguely defined crime to which Paul Manafort later admitted. For example, he says that without Net Neutrality, Comcast can prefer original shows it produces, and slow down competing original shows by Netflix. This is silly: Comcast already does that, even with Net Neutrality rules.
Comcast owns NBC, which produces a lot of original shows. During prime time (8pm to 11pm), Comcast delivers those shows at 6-mbps to its customers, while Netflix is throttled to around 3-mbps. If the FBI had suspected that certain Trump campaign associates were Russian agents, it had to tell him their names in defensive briefings that presidential candidates regularly received. The FBI and ODNI failed to tell Trump about any concerns regarding his campaign staffers, as noticed by Lindsey Graham.
Thus, either the FBI didn’t really suspect Trump campaign staffers and just used those names as an excuse to spy on Trump, or it intentionally kept Trump in the dark about suspected Russian spies nearby. Either way, the FBI, Brennan, and Clapper didn’t just spy on candidate Donald Trump but attempted to sabotage him and the whole Republican party in the elections.
Generic information like “potential interference by foreign actors, including Russia,” or an allegation that the “Russian government was trying to meddle in the election” (http://archive.is/UkuDq) cannot be considered a warning or notice. If defensive intelligence briefings have any purpose, this purpose is to let the candidate know about the specific threat.

Update. A Google team, working under SVP Urs Hölzle of WWF, refused to implement a feature improving Google Cloud security necessary to bid on military contracts (according to Bloomberg). Earlier, Google announced it would not work with the US military on Artificial Intelligence projects. But this feature is not related to AI. Thus, Google refuses to aid the US military at all. Meanwhile, Google services (including Google Maps and Google AI) are available to terrorist organizations and hostile armed forces worldwide. Google has interfered in the US Senate Elections on behalf of democrat Doug Jones, possibly on demand from a European government or political party. I know Google does such things because some of my AdWords messages were banned by Google in the U.S. after I had expanded targeting to the EU.

These challenges have been consolidated into the case 18-70506, pending before the 9th Circuit of Appeals in San Francisco (ouch!).
I filed a Motion to Intervene on behalf of the FCC and the United States of America. In 2015, in a vote along partisan lines, the FCC reclassified the Internet to be a telecommunication service subject to Title II of the 1934 Communications Act (the infamous FCC-15-24 Obamanet order). This was done under the pretext of net neutrality, but had nothing to do with net neutrality. Google participated in the preparation of this order, was fully aware of it, did not object. Rumor has it that Eric Schmidt personally wrote parts of the order, and broadened it. Then Google took full advantage of this reclassification and ignored its obligations stemming from it.
