For voting related searches (such as ‘poll place‘) Google places at the top of the search results links the same Democrats-supporting group – Democracy Works. VIP is its project. The result is NOT marked as an ad.
As a state actor, Google is not allowed to do that.

September 20, 2022: Google displays a big call to register for voting everywhere on Google search. Everybody receives this call from Google, regardless of the eligibility to vote. This is how this looks on Google homepage:
Clicking on the doodle or the link register today leads to a Google search panel from the hyper partisan organization Democracy Works.
Democracy Works (web domain democracy.works) falsely claims that it does not support or oppose any political candidate or party and is registered as 501(c)(3) non-profit organization, apparently fraudulently.
The list of its donors consists of the usual funders of the left causes: Craig Newmark Charitable Fund, Rockefeller Brothers Fund, Knight Foundation etc. Also, Democracy Works actively participated in the 2020 election fraud.
There appears to be a contract or collusion between Google and Democracy Works to artificially disseminate its content: “Google uplifts HTV [howto.vote] information in its OneBox, so it’s easy to access an overview of voting rules and processes available in your state.”
(The domain howto.vote is operated by Democracy Works.)
If that looks like fraud and election finance laws violation by Google, these are peanuts for it. Google has suppressed COVID-19 treatment to hurt President Trump (and to increase its profits and to advance other nefarious purposes).
Google promoted Democracy Works in a similar way in 2020. Remember The Secret History of the Shadow Campaign That Saved [from the People] the 2020 Election by Molly Ball?
